Introducing the Housing Outreach & Stability Services Program


Whether you find yourself unemployed, facing financial hardship, at risk of losing your housing, or in need of assistance connecting to essential services, NeighborGood Partners is a beacon of hope and support as a community navigator for the newly launched Housing Outreach & Stability Services (HOSS) Program brought to you by the Delaware State Housing Authority (DSHA). This program is a lifeline for individuals and families who are navigating challenging circumstances and need a helping hand to regain stability and security. The HOSS Program's primary goal is to connect individuals and families with valuable community resources that can help them regain their footing and move toward a brighter future. While we wish this program offered financial assistance, it does not. When able, we will refer households to other organizations that have financial assistance available.


Comprehensive Support Tailored to Your Needs


The cornerstone of NeighborGood Partners' effectiveness lies in our dedicated staff, who are committed to guiding you every step of the way. Here's a glimpse of the support you can expect:


1. Community Outreach: We understand the importance of reaching out to those who might be in need but are unsure where to turn. Through proactive community outreach efforts, we will strive to ensure that nobody falls through the cracks. Reaching out makes it easier for individuals to access the resources and support they require.


2. Case Management: Every situation is unique, which is why NeighborGood Partners provides personalized case management services. Our Case Manager will work closely with you to assess your circumstances, identify your specific needs, and tailor solutions that align with your goals.


Additional Support Services


In addition to the core services offered through the HOSS Program, NeighborGood Partners provides a range of supplementary support services for those who are eligible. These services are designed to address key areas that often contribute to financial instability and housing insecurity:


1. Referrals to Legal Aid: Legal challenges can compound an individual's difficulties, especially when it comes to housing or employment issues. NeighborGood Partners can provide referrals to legal aid resources, ensuring that you have access to the necessary legal expertise to protect your rights and interests.


2. Employment and Education Resources: In today's rapidly changing job market, staying competitive requires continuous skill development and education. Our HOSS Case Manager can connect you with valuable employment and education resources, helping you acquire the tools you need to secure stable employment and enhance your earning potential.


3. Financial Literacy: Financial literacy is a cornerstone of stability. NeighborGood Partners has Financial Coaches and workshops to enhance your financial knowledge, helping you make informed decisions, and manage your resources effectively.


4. Housing Counseling: Housing instability can be a source of immense stress. NeighborGood Partners' housing counseling services are designed to guide you through the complexities of housing options and decision-making. With their assistance, you can take steps toward securing safe and sustainable housing.


The HOSS program does have qualification guidelines. To receive services from a HOSS organization, the individual and/or family must meet the following requirements:


1. One or more individuals qualified for unemployment OR experienced a reduction in income, incurred significant costs, or experienced other financial hardship due directly or indirectly to the pandemic; AND

2. Risk of experiencing homelessness or housing instability, which may include: past due utility or rent notice or eviction notice, housing cost burden (rent is more than 30% of monthly income), or any member of the household has experienced homelessness since March 13, 2020; AND

3. Income (either 2020 annual income or current income at time of application) at or below 80% of Area Median Income for the county of residence.

NeighborGood Partners is proud to be selected and amongst the five HOSS organizations state-wide. Although our focus is Kent and Sussex County residents, we can connect you to our New Castle County partners. The HOSS program is a prime example of a public/private partnership coming together to uplift those in need.
